Comprehensive Parks and Recreation Master Plan:

The Navassa Planning Department has been working with the town's Parks and Recreation Advisory Committee and planning consultant Howard Capps in order to create a Comprehensive Parks and Recreation Master Plan.  A draft of the plan can be viewed by clicking on the PDF link to the right.  The Parks and Recreation Master Plan includes an inventory of existing parks and recreation facilities, a current and projected demographics analysis of the town, development of recreation standards and a needs assessment, recommendations, and an implementation plan.

The goal of the Parks and Recreation Master Plan is to enable the town to better compete for grant funding for park improvements to the Phoenix Park, identify future staffing requirements for forming a Parks and Recreation Department within the town, and to help identify the recreational needs of Navassa citizens.


The Navassa Town Council approved the Parks and Recreation Master Plan on Septer 15, 2011.  Click on the links below to view the adopted plan.

Phoenix Park Master Plan:

In November of 2009, the Navassa Town Council approved the site master plan for the Phoenix Park.  The master plan was developed through the hard work of the Phoenix Park Committee and the expertise of Landscape Architect, Howard Capps.  The town is now in the process of creating a Comprehensive Parks and Recreation Master Plan in order to improve the town's ability to acquire grant funding to help develop the Phoenix Park facilities.  Please help our efforts by filling out a Parks and Recreation Survey above.

The Davis Creek Park offers a variety of active and passive recreational opportunities which include: a walkway, piers, a concrete boat ramp, a kayak launching area, and a shaded gazebo for relaxation.


The Navassa Ball Park is used for various receational activities. The ball park has two gazebos, grilling area, basketball court and two tennis courts.


The Town Hall park and picnic area provides another great location for community gatherings, a beautiful lunch outside, or a place to simply relax in the shade.
